Πρωταγωνιστικό ρόλο και διπλωματικές πρωτοβουλίες αναλαμβάνει ο Ασάντ

Διακοπή των αραβοϊσραηλινών σχέσεων ζητά ο πρόεδρος της Συρίας

Το Κατάρ και η Μαυριτανία αποφάσισαν να αναστείλουν τους πολιτικούς και οικονομικούς τους δεσμούς με το Ισραήλ, μετέδωσε σήμερα το τηλεοπτικό δίκτυο του Κατάρ Αλ Τζαζίρα.

Η είδηση αυτή ανακοινώθηκε την ώρα που πολιτικοί αραβικών και μουσουλμανικών χωρών συναντώνται στη Ντόχα για να συζητήσουν τον τρόπο με τον οποίο θα ανταποκριθούν στην ισραηλινή επίθεση στη Λωρίδα της Γάζας.

Το Κατάρ ανακοίνωσε ότι πάγωσε τις σχέσεις του με το Ισραήλ και ότι πρόκειται να ζητήσει από το εβραϊκό κράτος να κλείσει το εμπορικό γραφείο του στη Ντόχα και ότι το προσωπικό του θα πρέπει να εγκαταλείψει τη χώρα εντός μιας εβδομάδας.

Σημειώνεται ότι το Κατάρ ήταν η μόνη χώρα στον Κόλπο που μέχρι τώρα διατηρούσε σχέσεις με το Ισραήλ.

Ο πρωθυπουργός του Κατάρ, Σέιχ Χαμάντ μπιν Γιασίμ αλ-Θάνι δήλωσε ότι το ισραηλινό εμπορικό γραφείο ενδέχεται να ξανανοίξει εάν η κατάσταση εξομαλυνθεί.

Παρέμβαση Ασάντ

Η αραβική ειρηνευτική πρωτοβουλία με το Ισραήλ είναι νεκρή και οι αραβικές χώρες πρέπει να διακόψουν κάθε σχέση με το εβραϊκό κράτος, δήλωσε σήμερα ο σύρος πρόεδρος Μπασάρ αλ Ασάντ, μιλώντας στην έκτακτη συνάντηση που πραγματοποιείται στη Ντόχα με θέμα την τραγωδία στη Γάζα.

«Θεωρώ την αραβική πρωτοβουλία νεκρή», είπε ο σύρος πρόεδρος και κάλεσε τις αραβικές χώρες που διατηρούν διπλωματικές σχέσεις με το Ισραήλ να κλείσουν τις πρεσβείες του και να διακόψουν «κάθε άμεση ή έμμεση» σχέση μαζί του.

Η Αίγυπτος και η Ιορδανία είναι οι μοναδικές αραβικές χώρες που υπέγραψαν ειρηνευτική συμφωνία με το Ισραήλ και διατηρούν πρεσβείες του Ισραήλ στο έδαφός τους. Η Μαυριτανία επίσης διατηρεί διιπλωματικές σχέσεις με το Ισραήλ, ενώ στο Κατάρ υπάρχει ισραηλινή εμπορική αντιπροσωπεία.

Ο Ασαντ έκανε έκκληση για επανενεργοποίηση του αραβικού μποϋκοτάζ κατά του Ισραήλ και υπενθύμισε ότι η χώρα του, λίγο μετά την εκδήλωση της ισραηλινής επίθεσης στη Γάζα, αποφάσισε «έπειτα από διαβουλεύσεις με την Τουρκία, να αναστείλει επ' αόριστον τις έμμεσες διαπραγματεύσεις με το Ισραήλ», που ξεκίνησαν υπό την αιγίδα της Άγκυρας.

Ο "Μεγάλος Συμβιβασμός" ή Η προϋπόθεση για τον "Μεγάλο Πόλεμο" ;

Ετοιμο για απευθείας διαπραγματεύσεις με τη Συρία και τον Λίβανο εμφανίζεται το Ισραήλ, λίγες ώρες μετά τη σύναψη συμφωνίας για εκεχειρία με την παλαιστινιακή οργάνωση Χαμάς, η οποία θα τεθεί σε ισχύ από σήμερα, εκτός απροόπτου.

Το Τελ Αβίβ φέρεται πως επιθυμεί η ατζέντα να περιλαμβάνει όλα τα ανοιχτά θέματα και δηλώνει έτοιμο για μια ειρηνική και βιώσιμη διευθέτησή τους.

Σύμφωνα, μάλιστα, με τον σύμβουλο του Νικολά Σαρκοζί σε θέματα εξωτερικής πολιτικής, Κλοντ Γκεάν, δεν αποκλείεται ο Ισραηλινός πρωθυπουργός Εχούντ Όλμερτ και ο Σύριος πρόεδρος Μπασάρ αλ-Άσαντ να συνομιλήσουν πρόσωπο με πρόσωπο στο Παρίσι στις 13 Ιουλίου, στο πλαίσιο διεθνούς συνάντησης - κάτι που η γαλλική πλευρά επιθυμεί διακαώς, μιας και θα έχει ήδη αναλάβει την προεδρία της ΕΕ.

Αξίζει δε να υπενθυμίσουμε ότι Ισραηλινοί και Σύριοι αξιωματούχοι έχουν αποκαταστήσει εδώ και καιρό δίαυλο επαφής, ενώ έχουν συναντηθεί επανειλημμένως επί τουρκικού εδάφους, καθώς η Άγκυρα έχει αναλάβει τον ρόλο του διαμεσολαβητή.

Την ίδια στιγμή, ωστόσο, πληθαίνουν οι πληροφορίες ότι το Ισραήλ επιταχύνει τις προετοιμασίες για μια στρατιωτική επιχείρηση κατά των πυρηνικών εγκαταστάσεων του Ιράν.

Δηλώσεις Μοφάζ
Στις 6 Ιουνίου, άλλωστε, σε δηλώσεις του προς την εφημερίδα Yedioth Ahronoth, ο αναπληρωτής πρωθυπουργός και υπουργός Μεταφορών της χώρας, Σαούλ Μοφάζ (ο οποίος έχει γεννηθεί στο Ιράν), είχε δηλώσει: «Οι διεθνείς κυρώσεις είναι αναποτελεσματικές.

Η επίθεση κατά του Ιράν, με στόχο την ακύρωση των πυρηνικών του σχεδίων, θα είναι αναπόφευκτη».

Στο τελευταίο του τεύχος, επίσης, το γερμανικό περιοδικό Der Spiegel ισχυρίζεται ότι «υπάρχει πλέον ευρεία συναίνεση στην ισραηλινή κυβέρνηση στην εκτίμηση ότι μια αεροπορική επιδρομή κατά του Ιράν είναι αναπόφευκτη».

Στο ίδιο ρεπορτάζ αναφέρεται ότι ο σχεδιασμός έχει πρακτικά ολοκληρωθεί και η πίεση για να τεθεί άμεσα σε εφαρμογή οφείλεται σε έναν κυρίως λόγο: Την επικείμενη αποχώρηση του Τζορτζ Μπους από την προεδρία των ΗΠΑ, γεγονός που καθιστά τη στήριξη της Ουάσιγκτον προς μια στρατιωτική επιχείρηση κατά του Ιράν αμφίβολη.

Προετοιμασία
Υπό αυτό το πρίσμα, αρκετοί υποστηρίζουν ότι τα ανοίγματα του Ισραήλ προς τη Δαμασκό, τη Χαμάς ή ακόμη και τη Χεζμπολάχ, έχουν ως στόχο να προετοιμάσουν το έδαφος για την επικείμενη -όπως λέγεται- επιδρομή κατά του Ιράν.

Με τον τρόπο αυτό, η ισραηλινή ηγεσία επιδιώκει να αποδείξει ότι έχει φιλειρηνικές διαθέσεις, αλλά και να αποδυναμώσει τους δεσμούς της Τεχεράνης με τους φυσικούς της συμμάχους στην περιοχή.

Λεπτομέρειες για το σχέδιο επίθεσης δεν έχουν γίνει, φυσικά, γνωστές. Είναι προφανές, ότι το Τελ Αβίβ θα επιθυμούσε την άμεση εμπλοκή των ΗΠΑ - ακόμη και χωρίς αυτήν, όμως, διαβεβαιώνει ότι μπορεί να τα καταφέρει.

Εξάλλου, το 1981 η ισραηλινή αεροπορία κατέστρεψε τον πυρηνικό αντιδραστήρα του Σαντάμ Χουσεΐν στο Ιράκ, ενώ η ίδια πραγματοποίησε προειδοποιητική επιδρομή κατά της Συρίας τον Σεπτέμβριο του 2007. Μόνο που το Ιράν συνιστά πολύ μεγαλύτερη πρόκληση?

Δυσνόητα παιχνίδια και πολύ παρασκήνιο μεταξύ Ισραήλ και Συρίας

Ετοιμο να προβεί σε... επώδυνες παραχωρήσεις εμφανίζεται πλέον το Ισραήλ, λίγες ημέρες μετά την επανέναρξη των ειρηνευτικών συνομιλιών με τη Συρία.

«Μπορούμε να τα καταφέρουμε και χωρίς τα Υψίπεδα του Γκολάν», δήλωσε ο πρώην αρχηγός του γενικού επιτελείου ενόπλων δυνάμεων του Ισραήλ, Νταν Χαλούτζ, ενώ ο Ισραηλινός πρωθυπουργός Εχούντ Ολμερτ διαμήνυσε ότι θέλει να διεξαγάγει με σοβαρότητα τις διαπραγματεύσεις με τη Συρία και «όχι με τη μεσολάβηση των μέσων ενημέρωσης».

Αβέβαιο ωστόσο παραμένει εάν το Τελ Αβίβ θέσει τελικά όρους (όπως είχε δηλώσει η υπουργός Εξωτερικών Τζίπι Λίβνι) για την επανέναρξη των διαπραγματεύσεων με τη Δαμασκό.

Στην υπόθεση παρενέβη χθες και το Ιράν, το οποίο -μέσω του υπουργού Εξωτερικών Μανουσέρ Μοτακί- τόνισε ότι το Ισραήλ πρέπει να επιστρέψει, άνευ όρων, τα Υψίπεδα του Γκολάν στη Συρία.

Olmert had 'assured the Turkish prime minister of his readiness to return the Golan heights' [EPA]

Ehud Olmert, the Israeli prime minister, has announced that Israel and Syria are holding indirect peace talks mediated by Turkey.

A statement released by Olmert's office on Wednesday said the sides "have declared their intent to conduct these talks in good faith and openly".

Walid Muallem, the Syrian foreign minister, confirmed indirect talks taking place in Turkey, saying that Damascus had received commitments for an Israeli withdrawal from the Golan Heights up to the June 4, 1967 border during Turkish-brokered indirect talks.

"We received commitments for a withdrawal from the Golan to the June 4, 1967 line," Muallem told AFP during a visit to Bahrain.

"This is not new. It started since Rabin's pledge (for a total pullout) in 1993, and all subsequent Israeli prime ministers abided by it," he said, referring to Yitzhak Rabin, the slain Israeli prime minister.

The goal is "to reach a comprehensive peace agreement," the statement said.

Peace talks between Syria and Israel broke down in 2000 over the fate of the strategic Golan Heights plateau occupied by Israel for four decades.

Syria has consistently demanded the return of the whole of the Golan down to the shores of the Sea of Galilee, Israel's main water source, in return for peace.

But Israel baulked at the demand in the last peace talks.



Turkish mediation

Turkey's foreign ministry confirmed to Al Jazeera that "indirect peace negotiations under Turkey's auspices" had been launched, and reports suggested that talks began on Tuesday in Istanbul.

But Turkish foreign ministry sources told Al Jazeera that Syrian and Israeli delegations had not yet met together in the same place.

Instead, sources said that a senior Turkish delegation was currently holding separate talks with both parties, Al Jazeera's correspondent reported.

Turkish officials said that if a common ground was reached on Wednesday in Istanbul, the two Israeli and Syrian delegations might be brought together in a meeting to launch direct negotiations in Istanbul and draft a joint tripartite [Turkish-Israeli-Syrian] statement.


'Secret' talks

Last month, as Ankara renewed mediation efforts between Syria and Israel, Recip Tayyip Erdogan, Turkey's prime minister, announced that he had passed on a message from Israel to Syria expressing its readiness to swap the Golan Heights for peace.
Turkish authorities insisted on bringing two delegations to the country in an attempt to conclude talks with a tripartite statement, our correspondent said.
But Ankara has set as a condition that it is the only mediator between Syria and Israel, threatening to withdraw its meditative efforts if any other party intervenes, our correspondent added.

Ωχ, Ωχ ... Να πως ξεκινάνε τύμπανα ...

Ο Αμερικανός Ρεπουμπλικάνος βουλευτής Πίτ Χέκστρα, μετά από την σημερινή ανακοίνωση της CIA για πυρηνική συνεργασία μεταξύ της Βόρειας Κορέας και της Συρίας, κατάγγειλε ότι φαίνεται πως πρόκειται για ένα σοβαρότατο πρόβλημα διάδοσης των πυρηνικών.

Είναι ένα σοβαρό πρόβλημα διάδοσης των πυρηνικών από τη Μέση Ανατολή σε χώρες που ενδέχεται να έχουν εμπλακεί και βρίσκονται στην Ασία, δήλωσε στον Τύπο ο ρεπουμπλικάνος κοινοβουλευτικός κ. Χέκστρα, που είναι και μέλος της επιτροπής Πληροφοριών της Βουλής των Αντιπροσώπων.

Η αμερικανική κυβέρνηση και οι υπηρεσίες πληροφοριών άρχισαν ήδη από σήμερα να ενημερώνουν το Κογκρέσο για όσα γνωρίζουν σχετικά με την πυρηνική βοήθεια που προσφέρει η Βόρεια Κορέα στη Συρία.

Το θέμα αυτό φαίνεται σαφώς πως αντιμετωπίζεται με μεγάλη σοβαρότητα από την αμερικανική κυβέρνηση, αφού δημοσιογράφοι είδαν έναν από τους βασικότερους συνεργάτες του προέδρου Μπους, τον σύμβουλο εθνικής ασφάλειας Στέφεν Χάντλεϊ και τον επικεφαλής της CIA, Μάικλ Χάιντεν μεταξύ αυτών που μετείχαν στη σημερινή - κεκλεισμένων των θυρών - συνεδρίαση ενημέρωσης του κοινοβουλίου.

Yatom: Peace with Syria is possible

Danny Yatom, Mossad's former chief, has worked closely as an adviser to several Israeli prime ministers from Yizhak Rabin to Ehud Barak, now leader of the Labour Party.

As a result, Yatom has wielded a great deal of influence in nearly all Israeli-Arab negotiations, including secret negotiations with Syria.

In the second part of an exclusive interview with Al Jazeera, Yatom, who remains close to Barak, says the party would immediately start negotiations with Damascus if it returns to power.


INTERVIEW:

Is Israel ready to start negotiations with Syria?

I support the idea that Israel should resume immediately talks with Syria because I assess there is good chance to achieve full-fledged peace with Syria. This is not the position of my government.

Is this simply a means to an end - for example isolating and eradicating Hezbollah?

This is one of the results, but the main goal is peace with Syria because we are now in a state of war. I understand the tag price, because the Syrians want the Golan Heights. And although I know the tag price, I am ready to enter into [a] very serious discussion.

What I anticipate is full-fledged peace. Secondly, that the Syrians will dismantle and disarm Hezbollah; that the Syrians will allow the Lebanese to enter into a peace dialogue with Israel; that it will isolate Iran because it has very good contacts; but mainly, the goal is peace with Syria in order to avoid the next war.

Would Israel give up the Golan Heights in full?

Rabin was ready, conditionally. He said that if all our needs are met, he will be ready to withdraw to the Fourth of June (the pre - 1967 Arab-Israeli war) border. Barak suggested that he was ready also to withdraw from the Golan Heights; even Netanyahu ... said to the Syrians that he was ready then to withdraw from the Golan Heights.

If it will be a full-fledged peace, and we will be able to secure our interests, there will be immediate normalisation and exchange of ambassadors, open borders, trade - the answer is that we are ready.

What has been the main stumbling block to this so far?

Last time, during the summit in March 2000 in Geneva between [then US president Bill] Clinton and [then Syrian president] Hafez al-Assad, Clinton proposed to the Syrians a plan that mistakenly said Israel would "give back to the Syrians almost the entire Golan Heights", and the word "almost" made Hafez furious and so he stopped the meetings.

Other disputes include timetables, the nature of normalisation and when exactly to exchange ambassadors. But all of them are solvable.

Are there backchannel negotiations going on now?

The Syrian attitude since the time of Hafez al-Assad has been that of total objection to any backchannel. Nothing is happening. If the Labour party becomes the ruling party, we will immediately start talks with Syria.

Do you advocate the transfer of Palestinians in Jerusalem?

No, I advocate that as part of a permanent status agreement.

The Palestinians will become citizens of the Palestinian state - this will include the Palestinians residing in Jerusalem.

Arab Palestinian quarters in Jerusalem will come under the sovereignty of Palestine and the Jewish quarters will come under the sovereignty of Israel.

But today?

Due to the last terror attack on Yeshiva students, which was executed by a Palestinian residing in Jerusalem with Israeli IDs, and one that drove a car with Israeli licence plates, I think that there should be a certain mechanism to defend our own people.

I don't exactly know what - maybe a fence, but not necessarily.

Palestinians residing in Jerusalem, once they want to go to West Jerusalem ... will have to go through check posts and check points.

Isn't this a way of discriminating against them, a kind of Israeli Apartheid?

We started to build a wall across the West Bank in 2003. And a decision came after we came to a conclusion that we have no other way to stop the wave of terror. It's the same with Jerusalemites.

Contrary to thought, they [Jerusalemites] are loyal to the State of Israel. There were some, few, that executed terror attacks. I think the Israeli government should integrate them more into Israeli society. I think they should enjoy full rights and equality.

I don't think we will ever face a situation where the majority of them or a large part of them will try to execute terror attacks against Israel.

I am a great believer in two states: An independent, neighbouring Palestinian state [where Palestinians] can enjoy all the rights in their homeland - the state of Palestine.

But is such a state even feasible anymore?

Of course: In Camp David in 2000, we were very close to striking a deal and I was highly disappointed that we accepted the American proposal as the basis for further negotiations and Arafat rejected it. We were ready to dismantle all the settlements that would be under the sovereignty of a Palestinian state.

Israel was to annex nine per cent of the West Bank in exchange for sovereignty over parts of Israel proper, equivalent to one-ninth of the annexed land, denying the Palestinian state viability and independence.

We were ready to uproot all the settlements and to evacuate approximately 80,000 settlers.

Were the constituents ready?

We thought, with all those concessions - firstly, no right of return for [Palestinian refugees] to Israel ... and secondly, that it would end the conflict between Israel and the Palestinians, the majority of the Israelis would accept it. Barak intended to go to referendum with the issue.

But there is no referendum in Israeli society.

We could pass a law for referendum.

You are head of the West Bank wall lobby. Why do you need lobby?

To put pressure on the [Israeli] government. It drags its legs. In the beginning of building in 2003, the plan was to finish it by 2005. Now there is only one half of it completed.

The International Court of Justice ruled the wall illegal.

I accept only the High Court of Israel's ruling.

But not the ICJ ruling?

No. No. No. The Hague rulings have no legal meaning.

Is Israel more, or less, secure today than it was 20 years ago?

Israel today faces only one existential threat, Iran. Meaning once Iran becomes nuclear, then it will be a threat to the state of Israel. I think Israel is safer, but if Iran gains, Israel will be less safe.

Will Israel attack Iran?

I hope the world will understand that Iran is cheating and concealing military activities.

Even today there is evidence that Iran continues its military programme and long-range missiles.

It is a problem for the entire world, not just Israel. And if the world does not take action Israel will not sit idle.

Hezbollah has announced the death of one of its senior military commanders in a car bomb in the Syrian capital, Damascus, on Tuesday.
The Lebanese Shia group in a statement on Wednesday accused Israel of killing Imad Moghaniyah, who had been accused by the US of planning attacks on Western targets during the Lebanese civil war.














Hezbollah's al-Manar television broke into Quranic verses after the announcement and said a funeral will be held in Beirut on Thursday.
Also known as Hajj Radhwan, Moghaniyah was widely suspected of being behind a wave of Western hostage-taking in Lebanon in the 1980s, claims denied by Hezbollah.

Iranian claim
Iran, which backs Hezbollah, accused Israel of carrying out the attack against Moghaniyah.
"This measure is the result and another prominent example of organised state terrorism by the Zionist regime [Israel]," Mohammad Ali Hosseini, Iran's foreign ministry spokesman told Iran IRNA state news agency.
But the United States welcomed Moghaniyah's killing, saying that he was responsible for many deaths.
"The world is a better place without this man in it. He was a cold-blooded killer, a mass murderer and a terrorist responsible for countless innocent lives lost," Sean McCormack, state department spokesman, said.
"One way or another he was brought to justice."

Influential figure

Al Jazeera's Rula Amin said that Moghaniyah he was considered by Hezbollah to be almost as important as Hassan Nasrallah, the organisation's secretary-general.
A statement carried on al-Manar, said: "With all pride we declare a great jihadist leader of the Islamic resistance in Lebanon joining the martyrs ... the brother commander Hajj Imad Moghaniyah became a martyr at the hands of the Zionist Israelis."

Amin said that the fact that he was killed in Damascus was a major security breach for the Syrian government and that his presence in Syria was significant since he had been underground for years.

There have been many attempts on Moghaniyah's life in the past 20 years, she reported.

His death comes amid a continuing political power vacuum in Lebanon, with opposing political factions failing to agree on a new president and the distribution of key cabinet portfolios.

Moghaniyah's funeral is set to coincide with the anniversary of the death of Rafiq al-Hariri, a former Lebanese prime minister who was killed in a bomb blast in Beirut in 2005.

Al-Hariri's son, Saad al-Hariri, currently leads the ruling March 14 coalition bloc in Lebanon, which has faced growing opposition by Hezbollah and its political allies.

Israeli reaction

An Israeli cabinet minister hailed the killing, but said he did not know who was behind the attack.

Gideon Ezra, the Israeli environment minister, said: "I, of course, do not know who carried out the assassination of Imad, but he should be blessed."

The comment was the first by a member of the Israeli government of Ehud Olmert, the prime minister.

Later on Wednesday, Olmert's office denied allegations that it played any role in the killing.

"Israel rejects the attempts of terror elements to attribute to Israel any involvement in this incident," his office said in a statement.

Israeli news media predicted that Hezbollah would attempt to carry out revenge attacks against Israeli targets.

Israeli radio and television interrupted their normal programming to announce the death of what one broadcaster called "the most dangerous of terrorists in the Middle East in the past 30 years".

"The score has been settled: Imad Moghaniyah was liquidated in Damascus," read the headline on YNetNews, the website of Israel's biggest-circulation daily, Yediot Aharonot.

Privately run Channel Two television immediately called for security to be increased at Israeli diplomatic missions around the world.

Hamas condemnation

The Palestinian Hamas movement joined Hezbollah in accusing Israel of the assassination, saying it was a "new example of Zionist gangsterism".

The movement called for the Arab world to unite against Israel.

Sami Abu Zuhri, a Hamas official, said: "We urge the Muslim and Arab nations to act decisively against the Zionist [Israeli] octopus that threatens the security of Arab and Muslim countries."

Abu Zuhri warned Israel of "unprecedented responses" if it carried out any assassinations in Gaza.

'Wanted man'

According to the US and the West, he was a "top terrorist" and was involved in the bombing of the US embassy in Beirut in April 1983.

The US also claims he was involved in the killing of hundreds of US marines and French paratroopers in simultaneous truck bomb attacks in October 1983.

The blast late on Tuesday took place in the upmarket Kafar Soussa residential neighbourhood of Damascus.

Al Jazeera's Abdul Hamid Tawfiq, reporting from Damascus, said the blast targeted a silver-coloured vehicle in a car park.

Syrian security forces cordoned off the site and prevented any one from taking pictures, even by mobile phones, he said.

"When taking a close look at the car, we noticed that it was not burnt or blackened, but the driver's and passengers' seats were damaged," Tawfiq said, stressing that he believed that a bomb was planted under the driver's seat.

There have been a number of attacks in Damascus in recent years, including one on the US embassy in 2006 that left three gunmen and a Syrian guard dead.

Hezbollah is backed by both Syria and Iran.
